The site of the proposed Lowes Home Improvement store in Leesburg VA is located within a “odor zone” overlay.

This overlay district surrounds the Leesburg sewage treatment plant which would be across the street from the Lowes.

Leesburg Town council is very reticent on approving big box stores.
Lowes was rumored as an anchor tenant for the Market square at potomac station site, SE of Fort Evans Road and Battlefield parkway.
Previous town councils approved 103,000 square feet of a big box store shopping center.
The developer cited “big box burnout” in petitioning a rezoning to mixed use.
Leesburg gave up some commercial in the new plan, now approved for 40,000 square feet of retail topped by 3-4 floors of luxury apartments surrounding 2 large parking garages.
Leesburg council is unable to hold out for a similar residential mixed use development at the property purchased by Lowes due to the odor zone.
If approved, the Leesburg Lowes might want to plant some fragrant landscaping.
